"Royalties ('regalias') are the money that the State receives as compensation for the exploitation of non-renewable natural resources (NRNR) such as coal, gas, gold or oil.
In accordance with the provisions of articles 360 and 361 of the Political Constitution, the SGR seeks to integrate management and redistribute resources throughout the national territory, creating more equity in investment between regions, departments, municipalities and ethnic communities. In this way, royalties are distributed equitably throughout the country, taking into account the producing municipalities and departments, the poorest and most vulnerable communities, the environment, peace, science, technology and innovation, and ethnic groups." The National Space for Prior Consultation of the Black, Afrocolombians, Raizals and Palenqueros Communities (ENCP - Espacio Nacional de Consulta Previa) get to many agreements (157) with the National Government during the Prior Consultation of the National Development Plan 2022-2026, which includes some agreements around the destination and method of asignment of the SGR resources to these ethnic communities/peoples.
The deadline for submitting projects to the SGR this year is until October 30th, 2024.
Evaluation mechanism based on scores to measure the relevance of investment projects. Projects must obtain a minimum of 50 points and a maximum of 100 points according to the following components.

Minimum and maximum range of resources that will be considered by the body for the approval of investment projects. Within the framework of this call, a minimum range of COP $100 million and up to COP $3,000 million is defined for the formulation and presentation of the project that will be considered by the body.

How the SGR manage an ethnic differential approach?
The SGR includes the ethnic differential approach with the objective of promoting the integral development and participation of ethnic groups in the different areas and resources of the System. (Read more about the "ethnic differential approach of the SGR")
Who have the responsibility to decide which projects get approved?
Three ethnic decision-making bodies were created, responsible for defining the investment projects eligible for financing from the percentage of the Local Investment Allocation resources corresponding to ethnic groups. These decision-making bodies will facilitate, prioritize and approve the investment projects and will designate the executing entity. There is an instance for the Afrocolombians communities, one for the Indigneous People, and one for the ROMs. (Read more about the "Instances of ethnic differential approach")

They are templates or Model Projects available that can be used to write your project. The Model Projects are a tool provided by the DNP to support the formulation and structuring of public investment projects through technical and methodological guidelines that guarantee high quality standards in their formulation and structuring. How the Ethnic Peoples get benefit from the SGR?
From the Law 2056 of 2020, it was defined that now ethnic communities will have more investment, greater participation and more autonomy to access the resources of the SGR. (Read more from the DNP booklet "Ethnic Peoples: Beneficiaries of the SGR").

Where to register your project?
This referenced document "PROTOCOL FOR THE CREATION OF USERS FOR THE PRESENTATION OF PROJECTS WITH AN ETHNIC FOCUS" describes the protocol that legal representatives of Black, Afro-Colombian, Raizal, Palenquera, Indigenous communities and Rrom people duly registered with the Ministry of the Interior must apply for the creation of One-Stop Shop users, in order to formulate and present investment projects that may be financed with SGR resources.
