Goals and Indicators for the Agreements between the Government and the ENCP, on the Prior Consultation of the PND 2022-2026

In 2023, the National Planning Department and the Ministry of Interior, in behalf of the national gobernment, carried their proposed National Development Plan (PND) 2022-2026 "COLOMBIA WORLD POWER OF LIFE", to a process of prior consultation with the Black, Afro-Colombian, Raizales and Palenqueras Communities, represented by their NATIONAL SPACE FOR PRIOR CONSULTATION (ENCP); the concertation and protocolization of agreements finished in the city of Bogotá, between February 1st and 6th, 2023. A total of 157 agreements (243?) resulted (see Agreements here).
The indicative global value of the resources oriented to the Black, Afro-Colombian, Raizales and Palenqueras communities, in the National Development Plan 2022 - 2026 will be $5.9 billion pesos. It is clarified that this value is distributed among all the chapters considered in the National Development Plan.
Followed to the protocolization, during the second semester of 2023, the National Space for Prior Consultation of the Black, Afrocolombian, Raizal and Palenquero Communities (ENCP), coordinated by its Commission No. 2 (or PLANNING COMMISSION), went through a lenghty concertation with the Government, to define the GOALS and INDICATORS for the AGREEMENTS that were result from the Prior Consultation of the National Development Plan 2022-2026 (see Goals and Indicators here).
Specifically for the Raizal People of the Archipelago of San Andres, Providence and Santa Catalina, there are three agreements on the list (see special agreements for the Raizal People).
